In Australia, the AML/CTF regime refers to the Anti-Money Laundering and Counter-Terrorism Financing regime. It is a framework of laws and regulations designed to combat money laundering, terrorism financing, and other serious financial crimes.
Tranche 2 AML refers to the extension of Australia’s AML/CTF regime to include new sectors, known as Designated Non-Financial Businesses and Professions (DNFBPs). This encompasses industries such as legal and accounting services, trust and company service providers, real estate agents, and dealers in precious metals and stones.
In 2023, the Australian Government proposed significant reforms to the AML/CTF regime to modernise the framework and expand its coverage. These reforms – commonly referred to as the Tranche 2 AML reforms – extend AML/CTF obligations to additional high-risk sectors, including real estate, lawyers, accountants, conveyancers, trust and company service providers and dealers in precious metals and stones. The aim is to close regulatory gaps in AML compliance and bring Australia in line with global standards. As of June 2025, the reforms have been passed into law and are now in the implementation phase, with new obligations for Tranche 2 professions scheduled to commence from 1 July 2026.
